New senior housing opens in three Illinois cities

Three new senior housing communities opened in Illinois between July 20 and August 4, bringing 162 income-restricted homes to Champaign, Fairview Heights and Hillside. The Illinois Housing Development Authority announced the openings on August 26, 2026, after celebrating grand-opening events with development partners.

The projects are spread across central Illinois, the Metro East and suburban Cook County. Together, they add rental options for older residents who want to remain near established neighborhoods and local services. IHDA said the communities were developed in areas facing limited housing capacity, higher rents and long waiting lists.

For Illinois RDN readers tracking residential development across the state, the projects also show how different forms of public financing and local participation are being combined to create new senior housing: a neighborhood redevelopment in Champaign, a mixed-format community in Fairview Heights and a new elevator-served apartment building in Hillside.

What opened in Champaign, Fairview Heights and Hillside

Bristol Place Senior Residences in Champaign opened on August 4. According to the City of Champaign’s project announcement, the development is part of the broader revitalization of the Bristol Park neighborhood. IHDA’s announcement says the project contains 60 affordable homes for residents age 62 and older: 45 one-bedroom apartments and 15 two-bedroom apartments.

Fifty Bristol Place apartments are supported by Housing Choice Vouchers from the Housing Authority of Champaign County. IHDA said eligible residents age 62 and older in those apartments pay approximately 30% of adjusted income toward rent. The development includes modern conveniences as well as community-oriented amenities identified by the city during the project’s construction phase, including a community center, media room and fitness room.

North Bend Residences in Fairview Heights opened August 3. The 60-home community serves residents age 62 and older and combines single-family homes, attached duplexes and a 20-unit apartment building. IHDA reported starting rents of $644 for a one-bedroom home and $1,070 for a two-bedroom home, with 40 units subsidized through the St. Clair County Housing Authority.

The Fairview Heights project includes a fitness center, media center and community room. IHDA also described North Bend as the first affordable housing development in the city to receive IHDA funding, giving the project significance beyond its unit count.

Hillside Senior Apartments opened July 20 and contains 42 homes for residents age 55 and older. The Cook County housing committee record identifies the project at 5207 Ridge Avenue and describes it as a five-story elevator building supported in part by a $2.5 million county HOME investment.

IHDA said Hillside rents range from $600 to $1,546 for a one-bedroom apartment and are $1,254 for a two-bedroom apartment. The building includes a community room, patios for individual units, indoor bicycle storage and sidewalks connecting to the surrounding neighborhood. IHDA also said the Village of Hillside donated the land and that the project was the first senior development financed by the authority in the village.

Affordability is designed to last

All three developments received Low-Income Housing Tax Credits allocated by IHDA. Under the authority’s announcement, every unit is required to remain affordable for at least 30 years. That long affordability period is important because the buildings are not simply adding short-term discounts to the local rental supply; they are creating homes intended to serve income-qualified residents over multiple decades.

The financing structure differs by project. Champaign’s Bristol Place includes a large Housing Choice Voucher component, while North Bend includes assistance from the St. Clair County Housing Authority. Hillside combines IHDA support with Cook County HOME financing and land donated by the village. Those differences reflect the local partnerships often needed to move senior housing from planning to occupancy.

The developments also vary in age eligibility. Bristol Place and North Bend are for seniors age 62 and older, while Hillside serves residents age 55 and older. Prospective residents should confirm income limits, subsidy availability, accessibility features and current openings directly with the property’s leasing contact rather than relying only on the project’s grand-opening announcement.

How prospective residents can follow up

IHDA listed Lamoine Property Management at (708) 604-2587 for leasing information at Bristol Place and North Bend. For Hillside Senior Apartments, the authority listed Carlton Management Company at (708) 223-8989. Availability can change as homes are leased, and an opening at one property does not establish eligibility at another.

IHDA also directs seniors and other housing seekers to ILHousingsearch.org, a free online database covering affordable, accessible and market-rate options. The agency said users can search by budget and preferred location and can receive assistance from HUD-approved housing counseling agencies.

The next measure of these openings will be whether the new homes remain accessible to residents who have faced long waits or rising housing costs. The initial announcement establishes the unit totals, age requirements and affordability commitments; local leasing offices will determine current availability and applicant requirements.
