A mailing address's city name and ZIP code are not proof of jurisdiction—many addresses with a municipal-sounding city name actually sit in unincorporated county territory, or within a different municipality's boundaries entirely. Always confirm the correct department and applicable permit requirements for the exact address before assuming which office has authority.
